Environmental Partnership With Newport City Council

We have entered into a partnership with Newport City Council (NCC) who are now acting as the Primary Authority (PA) for CEMEX sites in Wales. This mirrors the partnership with have with Worcester Regulatory Services (WRS) for CEMEX sites in England. We are regulated by several local authorities across Wales for Pollution Prevention & Control and Environmental Protection.

The PA partnership with NCC has enabled us to form a legally recognised partnership with a single local authority in Wales. This will provide us with robust, consistent and reliable regulatory advice which other local authorities in Wales must take into account in their dealings with us.

In this way, PA promotes fairness in the way that regulations are enforced locally. NCC and WRS are working together to also enable consistency across England and Wales. A different regulatory regime operates in Scotland with SEPA being the single regulator responsible for all sites in Scotland.
